RGA and NCP Launch EOI for PPP Project

The Roads General Authority (RGA) in Saudi Arabia, in collaboration with the National Center for Privatization & PPP (NCP), has launched the Expression of Interest (EOI) phase for the One-Stop Station (OSS) Public-Private Partnership (PPP) project. The project, approved by the Transport and Logistic Services Privatization Supervisory Committee, is part of Saudi Arabia's broader strategy to modernize its infrastructure in line with Vision 2030. It is structured under a 30-year Design-Build-Finance-Operate-Maintain (DBFOM) contract and will be executed in three waves, covering various roadside service facilities including refueling stations, commercial spaces, and hospitality amenities. The initiative is open to both local and international investors, and the first wave details will be outlined in the Request for Qualification (RFQ) stage. The deadline for submitting EOIs is set for July 28, 2025.
