ADB Expands Support for Philippines’ Climate Action with $500M Loan

The Asian Development Bank (ADB) has approved a $500 million policy-based loan to the Philippines to bolster its Climate Change Action Program (CCAP). This initiative is aimed at supporting the country’s efforts to meet its commitments under the Paris Agreement by implementing its Nationally Determined Contribution (NDC). The loan will accelerate reforms in key sectors such as agriculture, energy, and transport to pave the way for climate-resilient and low-carbon development pathways. The Philippines, identified as the highest disaster risk nation by the World Risk Index 2022-2024, faces severe vulnerability to climate-induced disasters which could potentially affect its GDP significantly by 2030. This program forms a part of ADB’s first climate policy-based loan in Asia and the Pacific and aligns with its new country partnership strategy (2024-2029), aiming to mobilize $10 billion for climate finance. The program focuses on reducing greenhouse gas emissions, scaling up adaptation strategies, and enhancing investments in renewable energy, energy efficiency, and nature-based solutions. Accompanied by co-financing from Agence Française de Développement of $278.3 million, ADB seeks to aid the Philippines in mitigating economic damage from climate change and advancing green investments.
